>> your heart breaks for her. things happen to people but you don't want them to happen to you on tv. let's go to matt and karen to look at your accuweather and traffic. >> life is so hard and it's about to get harder for all of us. >> it is going to get a little tougher around here right. we're giving you a break. your morning and evening commute are mostly dry. dry conditions now. we can see that precipitation building out and it's light to start out to the west. precipitation doesn't begin until late this evening or tonight. ahead of that we have a cold start but we've got sunshine this morning. 24 degrees in allentown and reading. below freezing along the i-95 corridor, upper 20's. down to 26 right now in millville. so, the wind chill won't be as much of a factor today. it's 29. dry at lunchtime low 40's but increasing clouds. even at 3 o'clock kids are coming home, no problems. 7 o'clock, 42. between 7 o'clock and 10 o'clock is when we expect the precipitation to begin. it's going to be light at first and we are watching for

that snowfall north and west of the city. it will be light rain elsewhere tonight. and then tomorrow morning it's light snow north and west and rain and a mix south and east. the real issue is late wednesday morning into the afternoon and evening, that's when the heaviest snow comes down. it's windy with heavy wet snow. we'll talk totals and show you what future tracker6 looks like. i think that's a good way to kind of plan your day and how bad it's going to be in your area. i've got that lined up for you in just a minute matt. >> fun, fun. first brake popping of the morning. just beginning to slow approaching the schuylkill expressway but overall things look pretty good on most of the highways this morning but just like the last few days on the secondaries kind of a different story. we've had some tidal flooding here by penn's landing. columbus boulevard northbound side close to the ben franklin bridge the water is starting to recede. so now we are seeing some cars getting by on the left side of the roadway, not rolling through a lot of water but you may still want to stick with 95 instead of columbus

boulevard. schuylkill looks fine this morning. we'll talk about all the storm damage coming up in just a few minutes but nor now back to the tidal flooding because we also had some at the old brooklawn circle, 130 southbound and a vehicle got stuck in that high water. we're hearing it's been pulled out. everything is reopened there but watch out for the flooding near the brooklawn diner this morning. mansfield township still have emergency construction along 130 northbound approaching kinkora road. right lane out of commission there. in delaware overnight construction on 95 southbound has cleared but now there's a crash on the northbound off ramp to airport road. speeds just in the teens there as you come up from christiana. might want to stay up on route two kirkwood highway instead on this tuesday morning, matt. >> thanks, matt. the race is on right now for power crews to get the lights and the heat back on so thousands of people still without power. last week's nor'easter brought down trees and power lines and now the area is bracing for that second nor'easter arriving later on tonight. now, some people in montgomery and parts of delaware county

have been without power since friday. peco crews were busy working along gypsy lane in upper merion where a massive tree came down on friday smashing an infiniti vehicle and taking the power lines with it. the action cam was also at the home depot in king of prussia last night where people were rushing to buy generators. peco continues to make progress on outages. as of this morning about 25,000 people are still without power. most of them in delaware and montgomery counties. this was the scene at high tide at north wildwood at second avenue and john f. kennedy beach drive. you can see the waves crashing over the seawall and water flowing into the street at around 11:00 last night. despite the spillover authorities tell us this is not causing any flooding issues in that area right now. >> it is 6:04. and it was a wild ride through the city's point breeze neighborhood. the driver of a semi truck tried to go under an underpass that was too low.

didn't work. the top of his tractor-trailer almost came completely apart like it had been peeled off with a can opener. yet he kept going dragging that mess behind him for miles. "action news" reporter jeanette reyes is live at 21st and reed streets with more on how this unfolded. jeanette you have video and it's hard to imagine what he was thinking. >> reporter: yeah, it's also hard to imagine what could have been going on inside of the cab of this truck as the driver traveled more than 3 miles with this behind him, 50 feet, more than 50 feet of debris attached to the back of the truck, even the back door was pulled off and this driver went across intersections and through narrow roads as witnesses watched in shock and confusion. take a look at this viewer video here. it was shot at 21st and christian streets showing this truck as the driver traveled more than 3 miles with the entire roof dragging behind it. that loud sound of the metal scraping the asphalt waking up dozens of people in the process.

now, the second viewer runs -- is running as the person is going alongside the truck while recording. police say this all started around 10 o'clock last night at 12th and callowhill streets when the driver crashed into this overpass which peeled off the roof of the trailer and ripped off the back door. that truck finally came to a stop at 21st and point breeze where the truck enforcement department fined the driver. no charges have been filed and it is unclear if that truck driver was under the influence of drugs, alcohol or any substance for that matter. we have not yet seen that driver, though, even though we have attempted to get ahold of him. now, police meanwhile are looking along that 3-mile trek to see what damage has been done to cars along the way. it would be surprising if no cars were damaged. in fact, we're looking to confirm a couple of images that we've received but in the meantime, again, this driver has not been charged. he has been fined, however, for this bizarre incident that happened last night. reporting live in point breeze, jeanette reyes, channel6 "action news."

matt. >> quite a story. thank you jeanette. investigator say this man 18-year-old nasir reed struck and killed a gas station attendant in mercer county, new jersey. the crash happened in the parking lot of a quick check in lawrence township last month. the attendant charles nevius was trying to stop a driver after striking an suv in the parking lot. reed is charged with death by auto and leaving the scene of a deadly motor vehicle accident. >> entertainer bill cosby will be back in a montgomery county courthouse today for another pretrial hearing. the prosecution wants the judge to allow 19 women to testify that cosby drugged them and assaulted them as is also contended by the woman at the heart of this case. however, cosby's lawyers will argue that some of the allegations date back to the 1960's and will be impossible to defend. jury selection will begin for his retrial on march 29th. >> you know what, we should just start telling you which industries amazon is not planning on getting into. the online retailer has its sights set on banking now.

erin real is in for maribel aber. good morning. >> reporter: good morning. that's a very good point matt. what aren't they doing? amazon may offer a product similar to checking accounts for customers that don't have bank accounts. "wall street journal" reports amazon is talking to big banks about developing the product. and it would be aimed at people without a bank account or a credit card. now, those consumers use cash making online buying pretty difficult. another audience would be younger consumers who prefer not to own a credit card. strong rally for stocks as investors shook off fears of a trade war. right now futures point to a higher open and a report and factory orders is due out later today. matt back to you. >> all right, erin thanks so much. the home of the flyers and the sixers will be getting a quarter billion dollars makeover. the renovations at the wells fargo center will start this summer and will focus on the mezzanine level. here's a look at what it was and what it will be. the well will have more open stays with screens showing the game, menu boards, plus there

such a heavy wet snow in addition to some gusty winds even if the winds aren't quite as bad. i want to show you this new model run that just came in. this is just one particular model but i think it gives you an idea of what we expect. look at the darker area of blue that's now through philadelphia and north and west. that corresponds with the six to 12-inches of snow that we're expecting. we could even see locally some higher amounts. the lighter area of blue is three to six. this is a new model run of the euro giving you an idea of what we expect. we'll talk about snow totals for our region and then what happens next, another storm on the horizon so just get through this morning while you can matt pelman. >> what happens next? nothing good. thanks karen rogers. speeds i've got for you on the highway in delaware. it's i-95 northbound side, they're just in the teens approaching an accident scene on the off-ramp to airport road there by the salt box. so coming up from christiana really slow go along 95 northbound. want to stay up on route two kirkwood highway instead.

door. this is the first area of low pressure. draws near, transfers its energy to a second low that forms along the coast. that's second lohan formed yet but it's going to produce a wallop of snow for us and that's late tonight and into tomorrow. let's look at the day ahead. we start with sunshine. it's just a cold start. low 30's at 8:00 a.m., upper 30's at 10:00. lunchtime running around doing your errands no problems. it's dry, we just see increasing clouds, chilly a high today of 47 degrees. even at 6 o'clock tonight, you're dry. and then by 8 o'clock, that's when you start to see some precipitation come down. let's walk you through it here with future tracker. this is a look at 10 o'clock tonight. so, 10 o'clock tonight we see the lehigh valley has snow, a little mix i-95, could be a little tricky and rain south and east. we watch in the overnight hours, this is 7 o'clock in the morning when a lot of you are getting ready, what would normally be a morning commute, lehigh valley it's still snowing, so that's going to be tricky. across the philadelphia area, it's a little bit of a rain and a mix. you may wake up and think,

well its raining, it's a little mix, i can go to work. the trouble is what happens after the morning commute. so, that's 7 o'clock. we advance this through the afternoon hours. this is a look at 4:30 and you see that heavy wet snow. so it's been all snow in the lehigh valley and the poconos but through the afternoon and evening you see how it's snow in philadelphia and parts of interior south jersey as well pushing out of here late thursday -- wednesday night. let's look at how much we're expecting with this. not a whole lot down by the coast, one to three. three to 6 inches of snow, the area in white through atlantic city, millville, lancaster and then we're looking at a general six to 12 in the area you see in pink. but there are going to be some isolated bands where you're seeing up to 16. not everybody is going to see them but there are going to be a few spots that set up that really get a good amount of snow. but a general six to 12 through the interior south jersey and philadelphia and the lehigh valley. so, good amount of snow that comes wednesday and again the

heaviest is about 10:00 a.m. to 6:00 p.m. on wednesday. so, today it's kind of the quiet before the storm. it's turning cloudy, precipitation arrives tonight, though, so watch for that. the end of the evening commute it's going to start light, 47. tomorrow is the heavy wet snow, not necessarily in the morning unless you're in the lehigh valley but late morning into the afternoon and evening is the heavy wet snow and the winds, about 40 miles an hour. it shuts off wednesday night. thursday maybe you get a few lingering snow showers in the lehigh valley early on but then you're dry the rest of the day. some sun returns and 42. friday is brisk and chilly, 43. saturday mostly sunny skies and 46. you set the clocks forward saturday night. on sunday we're watching the coast for the next storm. and it looks like it doesn't happen until sunday night into monday. some snow is possible on monday, so a little too early to say if that snow or rain mix but we'll keep track of that one for you. one storm at a time. >> we'll just prepare for the

him. >> good morning everyone. 6:30 on this tuesday march six. david is off. matt pelman is here along with karen rogers and karen, we would like to push the nor'easter back to like thursday. it would be. >> is that a better day for you? at least today is your day to prepare. you're dry today but late tonight and tomorrow that's the effects of the nor'easter. right now satellite and radar showing we're clear. we can start to see the precipitation out to the west that's building in. it will begin as light precipitation later tonight and it's tomorrow that we're really dealing with this storm. ahead of it we've got some cold air. it's only 24 in allentown. 29 in the city. 26 degrees in millville. the wind chill not much of a factor today unlike yesterday. starting it off with sunshine at 7:00 a.m. it's cold. by lunchtime you're dry. you have clouds increasing, temperatures in the low 40's. 3 o'clock kids coming home, no problem, 47 degrees.

even at 7 o'clock at night i think most areas are dry. let's go through the timeline with this. it's really from 7:00 p.m. to 10 o'clock tonight when we see the beginning of the precipitation. it will be light rain through much of the area and some wet snow arriving in the lehigh valley especially. then tomorrow morning, it's light snow north and west, light rain south and east. could still be tricky to travel tomorrow morning but the real impact, the worst travel time will be from about 10:00 a.m. tomorrow to 6:00 p.m. especially midday through the afternoon. that's when it's windy and you have that heavy wet snow that could weigh on power lines, gusty winds as well, so it's really a tough storm. we'll talk about it and kind of walk you through it with future track intera few minutes matt. >> all right, karen. at least things are dry here on the vine street expressway albeit a little bit busy in the westbound lanes approaching the schuylkill expressway. that's just normal morning volume kicking in. speaking of that schuylkill expressway on the eastbound side past the boulevard, there is a disabled vehicle there that we're getting word of

taking out the left lane. meanwhile by penn's landing this is columbus boulevard near summer street. about an hour ago we had a big lake here in the northbound lanes of columbus boulevard. water has receded now but you can see the cones are still set up out here. mostly blocking off the road so if you're coming northbound on columbus boulevard delaware avenue watch out, you don't want to run over those cones. also flooding we were watching in south jersey by the old brooklawn circle and the brooklawn diner. one northbound lane still blocked and there was a vehicle that got stuck in the water on the southbound side. they've removed that vehicle so now it's just the one northbound lane that remains closed. in voorhees township by the chipotle getting word of a new crash along haddonfield-berlin road at white horse road. an accident in delaware this morning. it's the northbound 95 off ramp to airport road there by the salt box. speeds like just 11 miles per hour as you come north of the delaware service area along 95. so, i wouldn't. maybe use 40 and 13 or stay up on route two kirkwood highway.

95 northbound in delaware is a mess on this tuesday morning. >> oh, matt, trouble, trouble and more trouble to come and with another nor'easter heading our way, peco is running out of time to make repairs from that last storm before we're in for this potential round two. 90 percent of customers are back online but that still means 10 percent of the people are waiting. that translates into 20,000 people still out there in the dark and the cold. and some of the hardest hit areas of montgomery county hotel rooms are booked up with local residents. normandy farm in blue bell says about 40 rooms are filled by people who don't have power and it's still lights out for businesses in king of prussia. shoppers flooding a home depot trying to get their hands on an emergency ship of generators. >> don't want to take that chances again. this is a hot commodity. >> yes, it is, yeah. a lot of stores are out. >> in the lehigh valley, ppl electric has ranked friday's storm as one of the top 10 most damaging weather events that they've ever had to deal

with. hardware stores near allentown are expecting new shipments of rock salt. this morning all to get ready for another sizable snowfall. >> 6:35 now and breaking overnight, two mobile homes went up in flames in montgomery county. firefighters battled the intense blaze for nearly an hour. a viewer in lower pottsgrove township sent video to "action news" here. the fire broke out in one mobile home on high street at midnight and quickly spread next door. no reports of injuries and no word on what sparked the flames. >> what in the world? that's all you can say when you see this crazy scene. look at you will that. that unfolded in philadelphia overnight. a tractor-trailer driver tried to squeeze under one of those low underpasses. you'll see the sign that says you can't do it if you're taller than this. he tried it. it didn't work out so well. and then he kept going dragging the roof of that truck behind him. the whole thing had peeled off and he just kept going. let's turn to "action news" reporter jeanette reyes. she's live in point breeze for

philadelphia last night. the action cam was there as medics placed the victim in an ambulance. the shooting happened on the 2000 block of west haggard street. the victim told police he didn't realize he had been shot. he's being treated for a neck wound and is expected to survive while police search for who shot him. >> a philadelphia deputy sheriff under arrest accused of indecent assault. detectives say 42-year-old steven postell forced himself on a 43-year-old coworker twice back in may. he was the victim's supervisor at the time. postell has been suspended with intention to dismiss. and the family of murder suspect cosmo din dinardo is now being sued by relatives of his four alleged victims. dean finocchiaro mark sturgis tim patrick. >> from our delaware news room lawmakers have introduced a

bill to lower the legal limit for drinking and driving in delaware. the blood alcohol threshold would drop from .08 to .05. the bill is already receiving pushback from the american beverage institute which says the law would criminalize moderate responsible drinking. however, the national academies of science urged states to make this exact change months ago arguing it could save thousands of lives each year. it is now 6:39. taking a live look at center city philadelphia. beautiful sunrise coming up lighting those buildings up but later on today we will be dealing with our second nor'easter in this early month of march. >> you know, karen, it looks so beautiful and clear when you look out right now. it's hard to believe just how different things will be in a little bit over 24 hours. >> we just got done with a big nor'easter on friday and comparing the two, the winds with this one will not be quite as strong. last time we got up to 70 miles an hour winds that brought down all those trees. this time it will be 40, 45 miles an hour winds.

we will see a wider area, though that gets more of a snow impact with this storm. the heaviest time period to travel 10:00 a.m. wednesday to 6:00 p.m. so it's really tomorrow the worst of it, 10:00 a.m. to 6:00 p.m. that could cause some additional power outages with such heavy wet snow and winds even if they're only 45 miles an hour, that's at least enough of a problem i'm want to show you this look, a new model run of the euro that came in this morning. that gives you an idea of what we expect. you see the darker area of blue through much of philadelphia and north and west? that corresponds with the six to 12-inch range of snowfall and that medium blue right here is three to six. so, much of the area getting a good amount of snow and there will be some isolated spots with up to 16-inches of snow. we'll talk more about totals and walk you through how the timeline of this is going to go in a few minutes, matt. >> all righty, karen. totals on the travel times are starting to rise. is that that our of the morning, about an eight minute delay now in either direction here along the schuylkill expressway. on the westbound side we had a crash right here approaching conshohocken but it just

afternoon. you see that at 2 o'clock today, 47 degrees. at 4 o'clock, 47. it's still dry at 6 o'clock. but then we see at 8 o'clock some of that precipitation is already in place and we can kind of walk you through that now with future tracker. here's a look at 9:30 tonight. so, between 7:00, 10 o'clock, the precipitation starts. it's pretty light at first. we see it's snow in the lehigh valley right on the border of that with philadelphia. and mostly rain south and east. and then tomorrow morning here's a look at 7 o'clock during your morning commute. we still have rain south and east of the city. kind of a mix along the i-95 corridor with snow continuing in the northwest suburbs, lehigh valley and the poconos. so, that's 7 o'clock tomorrow morning. you might wake up and think, oh, well, i can drive through this maybe depending on where you are but the trouble is it really gets worse after that. we watch kind of like with the last storm, right, as it's pulling away you get that thump of snow with heavy wet snow coming down producing its own cold air and it's starts to accumulate on the roads

even as temperatures are above freezing so you really have to be careful. this is a look at 4 o'clock in the afternoon. it's been snowing all along in the poconos, northwest suburbs but now snow in philadelphia and parts of south jersey as well. doesn't pull out until thursday night, wednesday night, excuse me. mixing up my days here. one to 3 inches of snow. not a whole lot along the coast. in the area in white, three to 6 inches. that's atlantic city, millville, lancaster. there's a broad area, and this is really a wider range than the last storm, of people who are going to get hit by this heavier snow. the area in pink a general six to 12-inches but i think there will be a couple bands that set up that will be as much as 16 and cecily and adam will be back and monitoring this through the afternoon with the upcoming models to see where those isolated bands will be but a general area in the pink in philadelphia and parts of northern burlington camden gloucester county of six to 12 inches but a couple bands even higher than that in that range. here's your seven-day
